Approval of Meeting Minutes from November 21, 2019 (Action Item)
The minutes of November 21, 2019 were approved without changes.

Chair Update
Mr. Ken Bukowski noted that COIT’s budget review process is beginning, with COIT budget meetings taking place in the coming months.
Mr. Bukowski reminded the committee that COIT is reviewing surveillance technology documents under Section 19B, Acquisition of Surveillance Technology. The City Administrator’s office has created the Privacy and Surveillance Advisory Board, a subcommittee of COIT that will be reviewing and recommending department policies to the City Administrator for approval by COIT.
Mr. Bukowski also announced Jason Lally’s appointment as the City’s Chief Data Officer.

CIO Update
Ms. Linda Gerull provided an update on the Department of Technology’s progress on the network modernization, telecom modernization, and SF Cloud projects, and provided an overview of the Department’s budget.

Discussion: FY 2020-21 & FY 2021-22 COIT Budget Picture
General overview of General Fund technology requests for the next two fiscal years.
Mr. Matthias Jaime presented an overview of COIT’s budget allocations.

Discussion: San Francisco Police Technology Update
Overview of current state of the Police Department’s technology operations and upcoming projects.
Ms. Catherine McGuire presented the San Francisco Police Department’s technology project priorities, including the National Incident Based Reporting System, a personnel management system, improvements to JUSTIS data sharing, CAD replacement, Laserfiche document management system upgrade, HRMS platform modernization, property and evidence replacement system, and collisions reporting and tracking system.

Discussion: Project Update – JUSTIS
Update on the current work on the Justice Information Tracking System (JUSTIS).
Mr. Laurent Sandrolini presented a status update on the JUSTIS project. The JUSTIS project request includes complete CMS decommissioning and moving the Court to C-Track management system, developing a taxonomy for the data hub to facilitate data sharing, staffing for developing analytics and dashboards, and continued governance of the project through four subcommittees.

Surveillance Technology Policy: San Francisco Public Library Radio Frequency Identification (Action Item)
Section 19B of the City & County of San Francisco’s Administrative Code requires all departments with surveillance technologies to develop a Surveillance Impact Report and Surveillance Technology Policy for their ongoing authorized use. Each Surveillance Technology Policy must be approved by COIT before they are reviewed by the Board of Supervisors.
The San Francisco Public Library will present their Impact Report and Technology Policy for Radio Frequency Identification Technology (RFID) for review and approval.Ms. Shellie Cocking presented on San Francisco Public Library’s use of RFID tags for materials checkout. Only passive tags that contain an encrypted barcode are used. These tags can only be read when near the reader, in accordance with the American Library Association’s guidelines for passive RFID. There is very little change in the use of data in the library.
After member discussion, SFPL’s Technology Policy was unanimously approved.
